Library Services and Technology Act
U.S. legislation passed in 1996

Signed by President Bill Clinton on October 1, 1996, the Library Services and Technology Act (LSTA) replaced the earlier Library Services and Construction Act (LSCA) and shifted focus from construction to technological infrastructure for libraries. Rooted in the Library Services Act of 1956, LSTA expanded services to all types of libraries, including public, school, academic, and special libraries. The administration moved from the Department of Education to the independent Institute of Museum and Library Services (IMLS). Developed with input from the American Library Association and others, LSTA continues to support priorities like rural and underserved community services and is administered at the state level with plans filed through IMLS.
